No — Smart Ads is not included in the Starter plan. Smart Ads is available on higher-tier plans only. If you are on the Starter plan and need Smart Ads, you will need to upgrade your subscription to access this feature.

To gain access to Smart Ads, you will need to upgrade to a plan that includes it.
